Job Description:This position is for Sarlanagar Cement Works, Sedam, KarnatakaPosition : DH ERDesignation : Assistant General Manager/Deputy General Manager/General ManagerJob Band : 8Requirement: Knowledge of local language (Kannnada)Essential Qualification: MBA (HR)/MSW/MHRM/MA(IR&PM)/EquivalentJob PurposeDevelop and maintain harmonious employee relations at all levels. Recruitment and transfer/placement of workmen in consultation with concerned Functional Heads, Union, Contractors etc. in order to meet the requirement of the Unit and ensure compliance of statutory regulations pertaining to various rules and legislations.Job Context & Major Challenges
  • Responsible for maintaining a positive IR index by maintaining harmonious relationship with all stakeholders including Workmen representative, Contractors and workmen and engaging with them regularly
  • Ensure inter-departmental coordination for optimised deployment of manpower.
  • Tracking all the existing restraining practices and making efforts to eliminate them
  • Monitor all unusual activities proactively to avoid any disruption to production
  • Engaging with the workmen representatives to negotiate on wage, bonus and other settlements
  • To take corrective actions to enforce discipline and work culture through counselling and disciplinary actions wherever required
Industrial relations
  • Interaction with Union on regular basis to keep the channels of communication open for addressing various IR issues from time-to-time
  • To arrive at understanding, agreements and settlements including VRS (if needed so) by looping in appropriate Government authorities, workmen representatives and workmen.
  • Make efforts to eliminate long standing restraining IR practices in the Unit
  • Monitor shopfloor programs like ER Dosti and track the resolution of grievances received during the visits
  • Chair regular contractor meetings and resolve any ongoing issues
  • Liason with Union, workmen, contractors and local people for collecting the feedback and on-ground perception about management
  • Initiate disciplinary action on any workmen in violation of Standing Orders Act, Industrial Relation Act or any other such law
Manpower Management
  • Maintain manpower strength as per approved limit for the Unit
  • Recruitment/Transfer of workmen as and when required.
  • Maintain the overall productivity of the Unit by monitoring overtime for both contract and permanent workmen
  • Ensure periodical appraisal, promotion and special increment of workmen as per the policy
  • Managing Suggestion schemes to maintain the participation level of employees at large.
Welfare:
  • Optimize the annual ER budget for various welfare amenities like Canteen, PPE etc.
  • Oversee the management of Industrial Canteen on a regular basis and ensure the quality of food & services offered
  • Provide guidance in administration of welfare activities like periodical health checkup, PPE distribution etc.
  • Make effort in eliminating any restraining practices like highly subsidized meal charges and multiple tea/snack breaks
  • Ensure all welfare initiatives notified by Government are administered as per the law including EDLI, ESIC, PMGKY etc.
Legal Matters & Disciplinary Proceedings
  • Preparation of draft note, statements, written arguments and furnish all required information to company’s advocate
  • Preliminary enquiry and issue of charge sheet in case of any misconduct
  • Conducting enquiry in a systematic manner.
  • Recommending action in legal issues to the upper management
  • · Co-ordinate with legal experts and obtain opinion as per the requirement of various cases to reduce the liability
Statutory Compliances
  • · Review the submission of all returns (Quarterly, Half-Yearly & Annually) under various Labour Laws with appropriate authorities
  • · Ensure that all the renewal of Licenses (Factory License, Canteen etc.) is done by the section incharge
  • · Monitor all contractors for a valid license as per CLRA
  • · Monitoring of statutory compliances of contractors like remittance of PF,ESIC challans, Payment of Bonus, Gratuity etc.
  • · Monitor and Guide all the processes related to hiring and administration of wages of Apprentices as per the identified limit of Unit by the Apprenticeship Advisor
  • · Ensure all the records and forms are maintained by the contractors in a manner as prescribed under various laws
  • · Ensure timely payment of wages, gratuity, full & final settlements etc.
Public Relations/Dealing
  • Regular interaction with Government officials, Union Leaders for building up relationship with authorities
  • Organize the Vishwakarma Pooja on a yearly basis
  • Liaise with Govt. bodies for implementation of welfare schemes of Govt like ESIC etc.
  • Monitor welfare activity implementation
Security, Vigilance & Fire of plant and township.
  • Plan annual Budget. Ensure efficiency, discipline and morale of security personnel. Ensure regular inspection of guard posts. Plan movement of materials and personnel. Ensure no encroachment by out siders. Ensure actions as per Unit Disaster Management plan. Initiate action for attempt of encroachment. Ensure safety rules at gates and plant. Prepare contingency plans to deal with likely impact of IR problems. Suggest security systems, practices and procedures to the management to enhance security effectiveness.
  • Establish performance standards. Plan and monitor security cover in plant, mines, colonies, schools and hospital. Organize Intelligence. Instill confidence in employees by providing conducive work environment.
  • Plan, organize, monitor and control timely availability of firefighting services during emergency and security arrangements related to township, factory premises, mines, TPP and the unit's assets to maintain and provide a confidence of self-secured environment.
