Salary: 18- 22 LPAAbout the RoleThe MEL function serves as a technically credible backbone, with a team of 12 experts in research, data management, field monitoring, dashboards, and impact evaluation. The team partners closely with program and leadership colleagues, ensuring MEL is embedded in program design and execution.We maintain robust data systems tracking outcomes for teachers, school leaders, government officials, and students, which inform training, coaching, course corrections, and funder discussions. The next phase focuses on integration, standardization, and scalable insights through a central MEL dashboard—creating an exciting opportunity for a Programme Manager to lead the next stage of an impact-driven MEL function.Key Responsibilities1. MEL Strategy and Systems
- Lead the design and implementation of MEL frameworks aligned with organizational and program strategies.
- Provide technical leadership in student learning outcome assessment design for internal and external evaluations.
- Develop and strengthen systems for data collection, management, quality assurance, analysis, and reporting.
- Drive the use of MEL insights to shape program strategy, scale decisions, and resource allocation.
- Design and oversee quantitative and qualitative research studies, including experimental and quasi-experimental evaluations.
- Translate research findings into actionable insights for program and organizational decision-making.
- Support empirical research projects to inform program scale and improvement.
- Build and manage relationships with research partners, funders, and government stakeholders.
- Represent the organization in technical forums, working groups, and evidence-sharing platforms.
- Develop high-quality evidence products for donors, partners, and policy stakeholders.
- Lead, mentor, and coach MEL team members across projects and geographies.
- Build MEL capacity among program and partner teams through training and guidance.
- Promote a learning culture and support reflection and iteration across the organization.
- Educational Background: Masters degree or higher in Education, Economics, Statistics, Public Policy, Development Studies, or related fields.
- Experience: 8+ years in MEL, research, or evidence roles, preferably in the education sector.
- Proven expertise in student learning outcome measurement and assessment design.
- Strong skills in quantitative and qualitative research methods.
- Experience managing and mentoring teams.
- Ability to translate data into strategic insights.
- Familiarity with government education systems in India and large-scale education programs.
- Exposure to A/B testing, adaptive trials, or iterative program design is desirable.
