- Supervision Received Reports to and receives operational direction from Project Manager/SCM
- At jobsite locations, reports to and receives direction from Site Manager.
- Receives functional guidance from Manager of Procurement and Contracts, India Office
- Supervision Exercised Provides supervision to assigned Procurement personnel
- Contacts Maintains working relationships with members of project team and ensures that they are correctly informed regarding procurement activities, status of materials and equipment.
- Maintains working relationships with the customer personnel to ensure procurement actions are consistent with customer/project goals
- Maintains contact with other Services (e.g., Legal, Finance etc.) as needed to ensure securing their advice and guidance in their areas of expertise, within the area of Procurement’s scope of responsibility.
- Maintains contacts relationship with applicable Business Unit Supply Chain Functional Management.
- Maintains relationships with strategic supplier personnel
- Define and develop procurement scope, plans, procedures, schedules, forecasts, and budgets.
- Coordinate procurement inputs for proposals and prime contract modifications.
- Prepare purchasing documents including general, special, and pricing conditions.
- Ensure compliance with Bechtel directives and procurement procedures.
- Lead negotiations and resolve commercial purchase conditions.
- Manage procurement workhour planning, budgeting, and expenditure tracking.
- Evaluate changes and secure approvals for budget revisions.
- Deliver procurement presentations to project/customer stakeholders.
- Align procurement execution with engineering, construction, commissioning, and operations.
- Review and ensure commitment approvals follow organizational policies.
- Monitor procurement status and publish metrics regularly.
- Onboard and train new purchasing personnel; oversee team development and performance.
- Recommend salary plans and support career growth initiatives.
- Oversee procurement close-out activities including de-staffing, claims resolution, and punch list closure.
- Provide inputs for trends and claims within procurement scope.
- A bachelor’s degree in engineering from a reputed University or equivalent experience with 15+ years of industry experience in commercial and materials management aspects of procurement of major equipment and bulk materials for Energy Sector (Petrochemical, Oil and Gas).
- Post-graduate specialization in Supply Chain Management preferred.
- Experience in both EPC execution and PMC will be an added advantage.
- Proficient and experienced in purchasing and/or expediting function with good knowledge of Supplier Quality and Logistics functions for in both EPC and/or PMC roles for the complete life cycle of a project.
- Working knowledge of Engineering, Construction and Quality Procedures
- Experienced in project planning and operations including both office and jobsite locations
