about the roleThe Regional Learning Operations Manager has overall responsibility to define and implement the Regional Learning and Development strategy and related plan within the framework of the Orange Business Learning strategy.
The role contributes to business by driving people development solutions coherent with Global Corporate and Local Regional business & HR strategies.
As a consultant and an ambassador for the Region, the Regional Learning Operations Manager is responsible to pull in the right people, the right solution, at the right time for building a learning culture within the region
He or she is the owner of the regional learning strategy, deployment & monitoring and the manager of the L&D regional team to do this. He or she is responsible for the learner experience in the region.Main Activities
  • Owns the consultancy relationship with the regional counterparts from HR and business. Ensures development initiatives are appropriately integrated and aligned with strategic and business goals
  • Represents and lobbies for assigned region’s development needs with all related teams, inside and outside the department (for example, Management Development needs).
  • Develops a Regional Learning Plan and schedule, based on the Orange Business Learning strategy, the regional Learning Needs Analysis and insights from Business, HRBPs and Business Consultants.
  • Works closely with the L&D Business consultants to integrate their business unit learning and development requirements into the regional plan. He/she will also ensure the regional view of the learning activity is understood, addressed and solutions are adjusted to support the Think Global, Act Local view.
  • Acts as the advocate for Management Development in the region.
  • With their regional operations team, the Operations manager manages activities including marketing, communicating, coordinating, scheduling and ensuring delivery of all Learning programs required in the region on behalf of People Development and Learning and ensuring good customer service at all times.
  • Comply with the regional / local labour laws related to training and contribute to the formalization of any document / presentation and reporting related to legal rules
  • Works with relevant PD&L stakeholders to define, track and present regional Learning Insights and KPIs to their internal customers, including measurement of effectiveness of Learning, where possible
  • Manages the regional PD&L team – sets clear objectives, guides, motivates, engages the team, ensuring the team is performing to an excellent standard and are appreciated ambassadors for PD&L in the region.
  • Builds and animates a strong network of occasional trainers & experts from the business in the region.
  • Manages all regional learning and development delivery requirements for soft, transversal, business, technical, IT and digital skills, including Learning venues, logistics, LMS, communication, to ensure efficient Learning attendance and delivery
  • Manages regional learning providers
  • Maintains LMS data content for Learning Delivery (course schedule, session reports).
  • Champions blended learning in the region and supports employees to get best benefit from distance learning (using the tools available). Acts as the local expert for learning for the staff and management
  • Ensures that Regional training budget is maximized and optimized
  • Responsible for the PD&L Regional dedicated budget management and landing
  • Monitors the quality of the Learning delivered in his/her region from the LMS data
  • Provides support to other regions when necessary by applying a transversal mind-set and way of working.
  • Leads or participates in global Learning projects

  • Ability to engage and partner with the business, HRBPs and other stakeholders to create and deliver a Regional Learning Plan,
  • Ability to engage and partner with external providers and internal employees as required
  • Ability to identify problems and work to resolution as required.
  • Ability to manage resources within the region and share resources globally as required.
  • Good knowledge of adult learning principles
  • Ability to work in a virtual team environment
additional information
  • Strong operational management experience required
  • Several years Learning management experience gained in a progressive Learning and development environment.
  • Business experience would be a key asset (Sales B2C or B2B, retail,…)
  • Business Consulting experience a plus
  • Project management experience, digital and agile friendly a plus
  • Experience in a multicultural organization a plus
