- Review and process all certifications and re-certifications for HUD, RD and Tax Credit.
- This paperwork is prepared by Community Managers and must be reviewed for completeness and accuracy within a time frame.
- Review and respond to move-ins within 24 hours of receipt of move in packet, for all other recertification reviews response will be within 4 days or sooner.
- Identify sites behind in certifications or in lease-up and traveling there for support, training and hands-on work including performing interviews with prospects and sending , verifications.
- Confer with Community managers and/or Regional Managers concerning any questions or errors. When necessary, refer questions to Director of Compliance.
- Prepare monthly, quarterly and annual compliance reporting with various state agencies. Keep the annual report information for all properties current throughout the year.
- Prepare monthly Voucher/MINC reporting, submitting to State and/or Federal agencies timely.
- Give Community Managers guidance in HUD, RD and Section 42 (Tax Credit) Rules, Regulations and Guidelines.
- Support Community Managers with YARDI corrections and training.
- Reconcile discrepancies with Auditors and governing agencies and provide requested information.
- Organize records and maintain filing system for certifications, correction memos and resident files located in the secured Coast drive by property.
- Audit A/R reports for any compliance issues such as, corrected rents not reflected on tenant ledger.
- Assist with reconciling ledger discrepancies with property accountant and community managers.
- Update new property information (new income limits, rent increases, and utility allowances etc.) in the software system and synopsis. Ensure properties are mapped correctly on the software system.
- Maintain and award rental assistance to eligible tenants monthly.
- Maintain and ensure property set asides are being met monthly.
- Oversee the receipt of annual certifications to ensure that the portfolio stays in compliance. Report late recertifications and extended vacancies to Regional Managers and assist in creating a plan of action to ensure portfolio meets timely completion of recertifications.
- Read and understand regulatory agreements and handbooks, and organize compliance requirements for Tax Credit, HUD, RD along with any other State funding per property.
- Complete funder/lender due diligence submissions.
- Complete new and update AFHMPs and maintain community Contact List for Affordable Properties.
- Maintain Grievance Procedures, Tenant Selection Plans and other property forms. MOR inspection support.
- Regulatory agreement assistance tracking and e-filing.
- HTF funding – paperwork and tracking.
- Knowledge of HAP contracts.
- Utility Allowance Analysis and Recommendation.
- Strong MS Office skills.
- Proficiency in Yardi or similar property management software.
- Bachelor’s degree or equivalent.
- Experience with HUD, RHS, and Tax Credit (with on-going educational and training in required fields).
- Prior Community Manager or Compliance Specialist experience preferred. Not mandatory.
- Familiarity with SAMs registration, RRIO renewals, HUD 2530 & 9832 forms, regulatory agreements, HTF funding, and HAP contracts.
- Knowledge of utility allowance analysis and rent calculation.
