About the Client:A global Engineering, Research & Development (ERD) Services CompanyRoles & Responsibilities:
  • Design and Implement Procedures: Develop comprehensive Processes/SOPs for Project Procurement, Capex cost estimation, Bid Management, Cost Management, and Contract Management.
  • Manage Procurement Phases: Oversee project procurement processes during both Pre and Post award phases across multiple industry sectors and regions.
  • Lead Procurement Teams: Lead and manage project procurement teams, engaging with stakeholders worldwide as per project requirements.
  • Vendor and Cost Database Management: Create and maintain a robust in-house database of vendors, contractors, and standard costs for Capex estimates for various regions including the Middle East, North & South America, APAC, India, and African countries as part of strategic global sourcing.
  • Effective Procurement and Contract Management: Execute procurement and contract management activities in line with approved procedures and industry best practices, including negotiations.
  • Bid Documentation Expertise: Demonstrate expertise in developing EoI, RFQ, ITB, GCC, SCC, and other bid documents for initiating procurement processes.
  • Bid Evaluation Coordination: Coordinate Technical Bid Evaluation with multi-disciplinary teams and perform Commercial Bid Evaluation and award recommendations to estimate Target Installed Cost (TIC).
  • Global Vendor and Client Management: Effectively handle multi-cultural vendors and clients located globally.
  • Price Trend Analysis: Analyze price trends and indices periodically.
  • Compliance and Regulatory Adherence: Ensure compliance with HSE and regulatory requirements for various clients across regions.
  • Stay Updated on Regulations: Keep updated on taxes, duties, statutory norms, and project risk insurance applicable to contracts.
  • Supplier Development and Monitoring: Develop new suppliers and monitor the performance of existing vendors during supply or service contract execution.
  • Project Budgeting and Cost Control: Prepare project budgets and monitor savings achieved through cost control initiatives.
  • Capital Cost Estimation: Possess sound knowledge and experience in preparing Capital cost estimates for Greenfield, Brownfield, and site-based projects for various project stage-gates using standard excel templates and/or Capex estimating tools/software such as Aspentech.
Preferred Skills / Experience:
  • Regular B.E. / B.Tech or higher education
  • 20+ years of experience in the relevant field in Chemical/ Petrochemical / Oil & Gas (O & G) Capital projects in Domestic and international markets
  • Experience working in a reputed EPC / EPCM organizations with hands-on experience in Project Procurement & Capex estimation projects.
  • Green field, brown field and site-based projects experience in preferred
