The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. BACKGROUND
1.1. Naval Base Guam Chapel provides religious support for all Navy personnel and family members attending services and programs. The organization provides NBG, as well as all tenant commands around the Island of Guam, guidance in matters concerning the free exercise of religious beliefs and religious services relating to the spiritual needs of service members and family while stationed at NBG. Additionally, the Chapel provides programs to strengthen and support the moral, spiritual and interpersonal relationships of the patrons it serves.
1.2. The Protestant Religious Education Director (hereafter referred to as “Coordinator”) will oversee coordination and execution of the day-to-day work of the Protestant Religious Education (RE) program; maintain and coordinate necessary volunteers for RE activities; coordinate and supervise all RE activities/events; chair committees related to RE; maintain regular office hours; maintain proficiency through attendance at workshops, conferences, and other training opportunities; advise the Command Chaplain; provide the base chapel an invoice for services rendered.
1.3. The Coordinator will have a particular focus on developing and executing a religious education program for children and young adults who attend NBG Chapel, in order to win support of Sunday religious services.
2. QUALIFICATIONS
2.1. The Coordinator shall possess two years demonstrated experience in RE or in a chapel or church leadership position.
2.2. The Coordinator shall have at least high school education (or equivalent) and experience as an educator.
2.3. The Coordinator shall be a person of Christian faith, active in personal devotion and prayer in accordance with their specific tradition, and a regular participant in corporate worship services.
2.4. The Coordinator, in coordination with the Command Chaplain, shall possess and maintain all training and
credentials necessary to properly execute the RE.
2.5. The Coordinator shall be fluent in English; oral and written, grammar, punctuation and spelling.
2.6. The Coordinator shall possess appropriate interpersonal skills to assist all levels of military active duty, retired, dependents of various military service branches, chapel staff, various Protestant committee members, and all who participate in chapel services or programs.
2.7. The coordinator must be at least 18 years of age.
2.8. The Coordinator shall be proficient in using computers and programs, to include Microsoft Office programs (Word, Excel, and PowerPoint), social media channels (Facebook, Instagram, and Twitter) along with types of documents such as bulletins, chapel flyers and reports.
2.9. The Coordinator shall conduct all business in a professional, punctual, and sensitive and discrete manner with respect to all faiths, while working in a pluralistic environment, in accordance with Navy instruction.
2.10. The Coordinator shall also be proficient in use of any particular networks and/or software necessary to meet the job description requirements.
2.11. The Coordinator shall possess the basic knowledge of supply inventory, accounting and coordination of equipment sufficient to adequately manage chapel supplies and the Religious Offering Funds.
2.12. The Coordinator performing services under this contract must have access to Naval Base Guam (NBG) and may be required to provide necessary materials to obtain access to NBG such as favorable GPD background check and proof of US citizenship or valid work permit in compliance with all applicable base access policies.
3. WORKLOAD, HOURS OF SERVICE
3.1. The DRE contract encompasses a total service workload hours NTE 1100, with no more than 20 hours per week.
3.2. Exceptions to the 20 hour workload limit are granted for seasons of high activity as they align with the Catholic calendar (i.e. Easter, Christmas, Vacation Bible School, etc.).
3.3. Period of Performance (POP):
Total Quantity: 1100 hours yearly for up to five years
4. BACKGROUND CHECK
4.1. This contract will be awarded on a provisional basis until a thorough Criminal History Background Check is performed.
5. PERFORMANCE REQUIREMENTS
5.1. SPECIFIC RESPONSIBILITIES
5.2. Plan and execute a Christian Religious Education (RE) program in close coordination with the Command Chaplain or appropriate delegate. The RE will include but is not limited to a children’s church program, young adult formation, and small groups.
5.3. Coordinate with the Protestant chaplain or contracted clergy or appropriate delegate in planning, prioritizing, and executing the RE.
5.4. Coordinate with the Command Chaplain or appropriate delegate on the curriculum to be used in the RE.
5.5. Develop or provide a Christian religious education program that can be offered digitally and/or remotely in the event that in-person exercise of the RE is suspended.
5.6. Coordinate special events with advisement from the Command Chaplain or appropriate delegate as they relate to the RE.
5.7. Publicize the RE and pertinent special events through the development of flyers, electronic and social media posts, and use of the chapel information boards.
5.8. The Coordinator shall comply with copyright license reporting and copyright license identification procedures.
5.9. Recruit, screen, select, train, and evaluate religious education volunteers in accordance with base and chapel policies.
5.10. Prepare appropriate awards and/or recognitions of RE students and volunteers.
5.11. Reserve the appropriate facilities and chapel spaces in order to execute the RE and special activities.
5.12. Submit requests to the chapel for supplies and/or funds according to the needs of the RE.
5.13. Maintain storage areas and inventory specific to the RE and report any missing or broken equipment to the chapel staff.
5.14. Maintain a continuity file of the planning and execution of significant events.
5.15. Maintain and/or submit all appropriate rosters, schedules, records, surveys, reviews, and/or any documentation deemed necessary to the RE program and related special events.
5.16. Attend required staff training and meetings when both appropriate and scheduled.
5.17. Comply with all Navy regulations in regards to public health, safety, working with minors, volunteering, computer and information security, and all other pertinent areas.
6. SUBSTITUTION
6.1. The Coordinator shall provide a substitute when not personally performing contracted services.
6.2. The Coordinator must provide a suitable substitute who meets all the qualifications set forth in paragraph two:

6.3. The Coordinator shall notify the Command Chaplain when a substitute will be used and provide the Chaplain the substitute’s name and phone number no less than 24 hours in advance of the use of a substitute.
6.4. Payment of the substitute as a sub-coordinator is the responsibility of the Coordinator.
