To track and analyze existing and proposed policies pertaining to farm animals, help shape improvements in policies and help align them to the strategies developed by HSI/India and the HSI Farm Animal Protection department. Policy Analysis and representation (70%) 1. Works with relevant government departments and regulators, expert committees, country and program staff and partners to draft or amend legislation and other policy measures in line with program priorities. Analyzes proposed and pending legislation to determine whether it is favorable to program objectives. (30%) 2. Builds relationships with regulators, seeking their acceptance of higher welfare approaches, and reforms to priority regulations. 3. Tracks and analyzes legislation, regulations, guidance documents and other government policies to determine the impact on animal welfare in animal agriculture. Stakeholder engagement and drafting (20%) 4. Drafts policies, comments, recommendations and other materials that relate to animal welfare in the agricultural practices based on scientific literature. 5. Builds relationships with corporate and other relevant stakeholders, negotiating policy alignment on regulatory, and other policy measures, and coordinating joint advocacy. 6. Organizes briefings, high-level meetings, trainings, workshops, webinars and other forums for engagement, education, dialogue, and policy alignment with policy makers, regulators and scientific community. 7. Serves as a liaison between HSI/India's Farm Animal Protection department and regulatory stakeholders and policy makers. 8. Assists with engagement with the World Organization for Animal Health (OIE), the International Standard Organization (ISO), the Bureau of India Standards (BIS) and other bodies on animal welfare standards. 9. Develops papers, presentations, handouts, dossiers and analyses on government policies, legislations and regulations on animal agriculture. 10. Performs other duties or responsibilities, as assigned. Graduate degree in Public Policy & Governance or law or equivalent work experience required. 2. A minimum of three (3) years of experience in the sphere of public policy in the social sector or a public office required. 3. Experience in the animal protection sector preferred. 4. Proven experience working successfully with the government. 5. Proven experience in research writing and reporting. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: 1. Comprehensive knowledge about the animal protection sector. 2. Comprehensive knowledge of the farm animal protection sector. 3. Comfortable in a fast-paced environment with frequent deadlines; high energy, self-motivated and proactive. 4. Ability to multitask and be flexible with regard to workload and assignments. 5. Ability to exercise sound judgment. 6. Strong written and verbal communications skills in English and Hindi. 7. Ability to work both independently and as an effective team member in a team environment. 8. Willing to travel domestically and internationally, as needed. Strong interest in animal protection issues preferred.
