Organizational Setting and Reporting Relationship The position of Operations Officer is assigned to the India Resident Mission (INRM) within the South Asia Department. You will be based at INRM Office in New Delhi, India. You will report to the Designated International Staff and/or senior National Staff. Your Role As an Operations Officer, you will contribute to the development of high-quality country strategies, country programs and delivery of well-designed projects and TAs with high degree of readiness. You will work independently to assess key operational parameters and performance data, conducts analysis, reviews, and provides technical support in key areas of the INRM operations. You Will Support INRM Project Administration Unit (PAU) in the implementation of portfolio operations as well as ensuring timely quality assurance of project related documents for Country Director's endorsement. Maintain and update a database on the INRM's portfolio management and project administration issues and actions and undertake analysis of ADB's lending and TA program on key operational parameters and economic and financial issues. Assist supervisors in undertaking new initiatives including changes in business processes and departmental procedures and practices. Consolidate, coordinate, and prepare with support department-wide responses on ADB-wide project administration and implementation issues. Undertake comprehensive in-depth reviews and analysis of all aspects of portfolio performance, using internal SARD and ADB-wide performance monitoring tools and IT/MIS including eOperations, Operations and Portfolio Dashboards, and Excel. Support INRM on preparing portfolio analysis for annual Tripartite Portfolio Review Missions (TPRMs) or with country counterparts and ensure implementation of agreed actions in timely manner. Deep dive into project performance reports based on quarterly validation and coordinates with sector PAUs on action plan for improvement of projects rated 'at risk' and/or 'for attention'. Perform other duties that may be assigned as reflected in the incumbent's work plan. You Will Need Bachelor's degree in economics, business administration, or a field related to development; preferably with advanced training in project management; At least 8 years of work experience in the relevant areas; Sound knowledge and understanding of ADB's operational processes and procedures; Proven ability to undertake research and analysis on difficult but well-defined tasks; collect and organize required data and information; apply appropriate computer skills in analyzing and organizing the data; and prepare notes, papers, and sections of reports; Good analytical thinking, with ability to comprehend causal links, make pros-and-cons analysis, and analyze factors to reach a decision; Experience in project processing, administration and/or portfolio matters in ADB or similar multilateral development institutions; Excellent written and oral communication skills in English. Strong interpersonal and multicultural skills. It is open only to nationals and residents of India. This is a fixed term appointment with an option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 ('Recruitment and Appointment'). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB.
