Summary This position is located in the Federal Transit Administration's Office of Transit Safety & Oversight (TSO), Safety Enforcement: Drug and Alcohol Compliance Division, (TSO-23). This position serves as Supervisory Transportation Program Specialist for TSO's FTA safety oversight and compliance efforts and functions as an advisor to FTA leadership. The ideal candidate will provide strategic direction in reviewing, overseeing, and maintaining transit safety policy compliance. Learn more about this agency Help Duties As a Supervisory Transportation Program Specialist, you will : Leads, oversees, and provides direction to a multidisciplinary team of professionals which includes contract personnel who perform safety oversight activities, to include inspections, investigations, and project management, analysis, and related activities. Provides technical assistance through meetings, conference calls, and communications in a clear, concise, and efficient manner to stakeholders on program changes and requirements. Establishes the framework for coordinated and cooperative review of safety oversight in accordance with FTA requirements, industry practices, technical standards, and the new Safety Management System (SMS) approach. Oversees, directs, conducts Safety Inspections, Investigations, Audits, Examinations, and Testing of Equipment, Facilities, Rolling Stock and Operations of the rail transit system. The ideal candidate for this position is a professional who functions independently and demonstrates leadership in team environments and/or managing people. The ideal candidate also has strong analytical, strategic planning, communication skills and comprehensive knowledge of rail operations and systems. Experience in analyzing and providing recommendations for improvement of rail safety compliance and an ability to meet organizational goals is required. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed). SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed). REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position. DRUG TEST: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled Drug and Alcohol-Free Departmental Workplace, which includes testing for marijuana. Marijuana is legal in some states, however it's still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. Failure or refusal to take a drug test may result in disciplinary action up to and including removal from federal service. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 15 , you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience managing, planning, scheduling, and executing major projects concerned with the development and implementation of rail safety compliance activities; and Experience coordinating and integrating important and complex program segments that have substantial effect on safety and compliance programs; and Experience planning and assigning work to be accomplished by subordinates, setting and adjusting short-term priorities, prepares schedules for completion of work, develops performance standards and evaluates work performance of subordinate employees. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
