Responsibilities:Strategic Vision & Policy Development:
Define and lead the long-term vision for category procurement strategy and policy formulation across all Centers of Excellence (CoEs).
Ensure alignment of procurement objectives with overarching corporate goals, including cost efficiency, process standardization, and development of long-range planning frameworks.
Incorporate risk mitigation strategies, value engineering practices, and future-readiness into policy planning to create resilient and adaptable procurement practices.
Continuously analyze market trends and benchmark against industry standards to create policies and continuously align strategies with global procurement best practices informed procurement decisions and maintain competitive advantage.Procurement Governance & Frameworks:
Establish governance structures, Standard Operating Procedures (SOPs), and control mechanisms for centralized procurement processes across civil, electrical, mechanical, services, material categories and more.
Ensure comprehensive coverage across all procurement categories including civil, electrical, mechanical, services, and material purchases, while embedding standardization of specifications, documentation, and processes to enable consistency and scale.
Monitor and enforce compliance with sourcing strategies, policies and regulatory requirements across all business units and category teams.Cost Optimization & Value Engineering:
Lead initiatives to deliver cost reduction and enhanced value creation by consolidating vendor base, leveraging economies of scale, and driving demand aggregation across businesses.
Promote long-term strategic planning, multi-year procurement visibility, and early supplier involvement to capture maximum commercial advantage.
Apply value engineering principles to optimize specifications and eliminate non-essential costs while maintaining functionality and performance.
Facilitate bulk procurement strategies, negotiate long-term contracts, and implement demand consolidation frameworks to unlock sustainable cost savings.Sourcing & Contracting Strategy:
Design and implement robust sourcing strategies and contract frameworks that support centralized and decentralized buying models across business
Aggregate cross-business procurement needs and implement standardized sourcing and contracting strategies to maximize scale, efficiency, and commercial leverage.Vendor Relationship Management:
Develop and nurture high-impact relationships with critical suppliers to drive supplier performance, innovation, and continuity of supply.
Oversee governance over vendor development programs, strategic partnerships, performance evaluations, and compliance audits to ensure alignment with organizational objectives.
Drive structured vendor development and engagement programs to build supplier capabilities and long-term collaboration.Integration & Change Management:
Spearhead the integration of newly acquired businesses into the centralized procurement system, ensuring alignment of tools, processes, and reporting mechanisms.
Oversee transformation initiatives including the deployment of digital procurement platforms, adoption of new policies, and transitions in procurement categories or sourcing strategies.
Drive change management across stakeholders to ensure smooth adoption and sustained improvements.Team Leadership & Capability Building:
Foster cross-functional collaboration by mentoring category leads, driving team synergy, and ensuring clarity of roles and responsibilities.
Develop talent development through structured hiring, training programs, and capability-building initiatives aligned with future procurement needs.
Drive succession planning and organizational resilience within the Global Central Procurement (GCP) team.Executive Reporting & External Engagement:
Serve as the primary representative of the GCP function in executive management reviews, external audits, and industry conferences or forums.
Provide transparent and timely reporting on key procurement metrics including cost visibility, supplier performance, savings achieved, emerging risks, category-level benchmarks.
Ensure senior leadership is informed and aligned with procurement strategies, outcomes, and future plans.Qualifications: Educational Qualifications:
Master's degree in Supply Chain Management / Operations / Project Management / Business Administration is preferred
Bachelor's degree in Engineering (Civil / Mechanical / Electrical / Instrumentation)Work Experience:
18+ years of experience in strategic procurement, category management, and supply chain operations
Proven exposure in infrastructure or energy sectors, with leadership experience in centralized procurement and vendor strategy
Deep familiarity with procurement digital platforms like SAP, ARIBA, SLM, and e-auction tools
