With a team of more than 3,000 employees operating in 90 plus countries and a global network of over 35,000 experts, we help improve economies, societies and, most importantly, people's lives.BackgroundThe South Asia Regional Infrastructure Connectivity (SARIC) is an Australian Government funded initiative that aims to increase connectivity between energy and transport investments both within and across the South Asia Region (Bangladesh, Bhutan, India, Nepal, Sri Lanka and Maldives) through two fold approaches - (a) identification of a pipeline of transport and energy projects that connect the economies of the South Asia region, to be financed by an appropriate mix of public and private financing & (b) Training and Networking Services targeted at individuals from the public and private sector directly involved in the preparation and/or eventual delivery of the projects / senior decision makers in the infrastructure sector, covering private and public sector officials, academics, and senior civil society members. While (a) is anchored by the World Bank and the International Finance Corporation, (b) is managed by Palladium.The Training Services component will aim to enhance knowledge and address skill gaps reported by projects of the World Bank and IFC including aspects of gender equality, inclusion of vulnerable sections, disability, and safeguards. The Networking Services component on the other hand will aim to enhance the knowledge and skills of course participants by providing them with multiple channels to engage with experts, academia, industry, networks and peers from infrastructure, energy, transport, and allied sectors
SARIC trainings will be delivered as customised short courses between 2022-2025 addressing the capacity gaps identified by the World Bank and IFC in select transport and energy projects across South Asia for individuals in two streams as below:
Individuals from the public and private sector directly involved in the preparation and/or eventual delivery of the projects identified by the World Bank and IFC under (a) above; and Senior decision makers in the infrastructure sector, covering private and public sector officials, academics, and senior civil society members.The courses may be delivered by Australian universities/training institutes, South Asian universities/training institutes or by any other country that offers the right course for the needs identified.Purpose of RoleSARIC is looking for a Short-Term Technical Advisor (STTA) who is well informed on the developments in the Green Hydrogen sector with a focus on Australia and South Asia.Hydrogen is the most abundant chemical element in nature and as noted by the IEA, the global demand for hydrogen for use as a fuel has tripled since 1975 and reached seventy million tonnes a year in 2018. Hydrogen has been used to fuel cars, airships, and spaceships since the beginning of the 19th century. The decarbonisation of the world economy will give hydrogen more prominence. In addition, if its production costs fall by 50 % by 2030, as predicted by the World Hydrogen Council, we will undoubtedly be looking at one of the fuels of the future. It is expected that Hydrogen can awaken the biggest economic opportunity of our lifetime, create countless skilled jobs, and help answer the call to provide cleaner air for all. It can fuel the flow of clean energy throughout our world. Global clean hydrogen momentum continues; the number of announced projects grew by about 35% to over 1,400 from about 1,050 in January - and more than doubled compared to May 2022. Announced projects represent over USD 570 billion investments through 2030.Scope of WorkThe scope of work of the Short-Term Technical Advisor (STTA) may encompass one or all of the following, as per project requirement:
  • Offer insights and analysis to identify emerging trends and opportunities in the green hydrogen sector that can support the design of a short course or study tour for South Asian officials.
  • Develop a brief concept note for a short course/ study tour on the topic detailing topics to be covered that will enable service providers to develop a full curriculum development or agenda for the tour.
  • Identify service providers who will be best placed to organise the training/study tour.
  • Explore the possibility of an Australia - South Asia joint Hydrogen learning tour.
  • If a study tour if found to be the best learning opportunity, identify locations for the study tour that would offer optimal learning opportunity and value for money.
  • Participate as a facilitator in the short course/study tour if required and requested by Palladium (this would be over and above the estimated level of effort)
It is estimated that the above-mentioned scope of work will require upto 5 working days for completion.Selection Criteria
  • The selection will be based on the relevant educational qualifications and experience of the candidate in the green hydrogen/energy sector.
